TCPP — Tris(1-Chloro-2-Propyl) Phosphate (Flame Retardant Plasticizer)
Key Features
- Dual flame retardant mechanism: gas-phase chlorine + condensed-phase phosphorus char
- Liquid at room temperature — easy incorporation into PU polyol and UPR systems
- Also functions as plasticizer, reducing brittleness in rigid PU foam
- Meets EN 13501-1 Class B2 in rigid PU foam at 15–20 phr loading
- Check current REACH/regional regulatory status before specifying for new consumer applications
TCPP (Tris(1-chloro-2-propyl) phosphate, CAS 13674-84-5) is a chlorinated organophosphate flame retardant and reactive plasticizer widely used in rigid and flexible polyurethane foam, polyester resin, and epoxy casting compound formulations. TCPP provides flame retardancy through both gas-phase (phosphorus radical trapping) and condensed-phase (char formation) mechanisms. The chlorine contributes to gas-phase flame inhibition by releasing HCl during combustion, while the phosphorus ester linkages catalyze char formation in the condensed phase.
In rigid polyurethane foam (PU foam for thermal insulation panels), TCPP is used at 5–20 phr as a reactive flame retardant plasticizer that reduces the brittleness of the foam while meeting EN 13501-1 Class E or Class B2 fire ratings. TCPP is liquid at room temperature, providing easy incorporation into the PU polyol premix component. In unsaturated polyester resin (UPR) compounds for electrical panels, switchgear housings, and building lamination, TCPP at 10–25 phr contributes to self-extinguishing behavior meeting UL 94 HB or V-2 requirements.
TCPP is also used in epoxy casting resins for electrical enclosures and in flexible polyurethane foam padding for furniture and automotive seating, where regulatory fire performance requirements apply. Note that TCPP has been subject to increasing regulatory scrutiny in some jurisdictions (EU REACH, California Prop 65) due to ecotoxicological concerns — check current regulatory status before specifying for new applications, particularly consumer products.

Applications
FAQ
No. TCPP is not approved for food-contact applications and is restricted or under assessment in several jurisdictions. It is suitable for industrial and commercial non-food-contact applications such as electrical enclosures, construction insulation panels, and industrial seating. For food-contact or children's product applications, halogen-free flame retardants such as ammonium polyphosphate (APP), alumina trihydrate (ATH), or DOPO-based phosphorus FR are preferred from a regulatory compliance and safety standpoint.
